Establishing a delivery framework for fast tracking radical transformation across Homes England

Homes England is the government’s housing and regeneration agency. Working closely together with its partners, its primary goal is to accelerate the pace of house building and regeneration across the country.

The challenge

The agency's 60-strong HR team had quickly grown from a purely operational function into a much more strategic role, delivering fundamental change or internal users. However, the HR community were not trained or structured to respond to the shift in focus. 

  

Core products and services within the HR team's remit included re-procuring an organisation-wide ERP tool; establishing a new approach to workforce planning; relaunching the Diversity, Equality and Inclusion portfolio; rolling out new performance management and employee engagement tools, and undertaking a comprehensive, agency-wide pay and grading review 

The response

  • Top priority was to quickly structure all the work into a formal transformation programme with a supporting project roadmap 

  • Establishing a fortnightly prioritisation/delivery/reporting cadence across all the projects  

  • A combination of formal and informal mentoring to support new ways of working and product thinking 

  • Introduction of show and tells across the project teams to build the team’s profile and keep stakeholders informed   

The outcome

  • HR leadership team achieved a much-needed visibility and grip on what was going on 

  • Shifted team mentality from policy-centric to delivering user needs 

  • Having a formal, well-structured and managed programme of work significantly boosted the confidence and profile of the HR community  

  • The HR programme and some of the projects were recognised as an exemplar within the agency for how to deliver projects successfully
